March 12, 2007

Board Meeting called to order and agenda distributed.

We only had two copies of the minutes of the 2/13/07 Board Meeting and they were circulated around the table. The Minutes were approved at the end of the meeting so all had a chance to read them.

Two new items were added to the agenda

Secretarial duties and procedures – Rich Braziel

Speeding on Silver – Jim Montalbano

Committee Reports

Treasurer’s Report – No activity, 21¢ interest on account, existing balance of $1,683.15 balance with $525.00 encumbered to Keep Albuquerque Beautiful & signage &. We currently have 48 paying members.

Crime Committee – Gordon Reiselt contacted Sergeant Hackett to set up a regular monthly meeting. No response yet.

Tree Task Force

Gold Street – Work has started and the trees west of University are all cut down. There are some large tree trunks that are stacked on the side of the street waiting for pick-up by the east mountain lumber mill that will turn them into planks. Work should be completed in about 3.5 months.

Capital Request – A capital request for $250,000 has been submitted for the next phase of the tree project, which is, about half of the total money that will be needed to do the side streets.

Lead & Coal – The Lead and Coal trees will be done as part of the Lead & Coal street improvement project and not as part of the SHNA Tree Project.

Zoning Committee

Process – The zoning enforcement has been spotty due to the need for internal legal support for the Zoning Department. Bill Cobb and Gordon Reiselt have been working with the city and the Mayor’s office is bring more legal support and experienced zoning supervision into the department.

New Restaurant – A Bar-B-Cue & Burger restaurant seating 120 people is looking to locate at 1520 Central. They are going into the EPC soon.

Lead & Coal Report

John Watts and Tom Ocken are members on this task force. The mayor supports this project and the task force has just submitted two final proposals.

Under both project there are traffic-calming measures like curb bump-outs, new trees, new landscaping, sprinkler systems, bike trails, and sidewalk improvements.

Design Regulation Task Force

The City of Albuquerque is taking the large number of input sheets, forms, etc and preparing for the next public meeting to be held Thursday 3/22/07 at the United Methodist Church on University.

Secretary Duties – Added to Agenda by Rich Braziel

Minutes – After some discussion it was decided that the Secretary (Rich) should type the Board Meeting minutes and send them by e-mail to the Board for review and correction. The secretary would then send the final minutes to Sam Mayer for posting on the SHNA web site and to all the members, non-members requesting e-mail copies, and to anyone who attended the board meeting.

Agenda – After some discussion it was decided that Bill Cobb would have Sam Mayer post the agenda on the web site and mail it to the board members about a week before the meeting. Anyone wanting to add to the agenda could send their suggestions to Bill Cobb.

Goals – It has been a couple years since the board met to set new goals for the SHNA. Rich Braziel will send a copy of the latest goals to the board members and the board will schedule a few hours of uninterrupted time where we can focus on our goals. Rich and Jeanetta are willing to host. Bill will put it on the Agenda for the next meeting.

Speeding on Silver – Jim Montalbano is concerned about the speeding on Silver and others were concerned about other streets as well. The Traffic Department has been approached and did a study saying we don’t need it. Jim Montalbano and Rob Thalmann are going to contact the Traffic Department again to get a copy of the study. Then we will need to go to the city and get support (Money) from the council to get this done.

Potential Development of the UNM North Golf Course – Daniel Hudak spoke about UNM’s efforts to develop residential housing, retirement housing healthcare offices and recreational uses for the north golf course. UNM has initiated a Request for Information for a "thoughtful but expedited" process. The North Campus Neighborhood Association (NCNA) is trying to get ahead of this and is requesting this area be granted a conservation easement.

The SHNA board unanimously approved a resolution to write a letter of support for the NCNA. Daniel provided a handout which is included as attachment "3/12/07 – A"

Old Business

Neighborhood Clean-up March 31, 2007 – Flyers need to be distributed the week before. Tom Ocken will print up the flyers and Elizabeth Doak will organize the distribution. Lucile Torrez, Rob Thalmann, Jim Montalbano, and Sandra Simons-Ailes have volunteered to distribute the flyers.

Keep Albuquerque Pretty – Rob Thalmann attended the meeting at the City and Katy Braziel wrote the grant for $500. On the back of the grant there is a place for the neighborhood contribution and it was decided that we could put in-kind service such as emptying the trashcans and neighborhood clean-up days. A proposal was made and approved to use the money to purchase and install Dog Poop Pick-up Bag Dispensers.

Save the North UNM Golf Course from Further Development

The University of New Mexico Regents appear to be seeking development of the north I golf course for potential uses including market housing, retirement housing, healthcare, offices, and recreation. Last week, UNM sent out a Request for Information for commercial real estate development opportunities. It is seeking "statements of interest" from prospective developers about commercial projects at the periphery of the campus. UNM signaled its intent to fast track the process by setting an April 6th deadline for its "thoughtful but expedited" process. It is interesting to note that a map of the north golf course is included in this proposal with the phrase "Potential Development Area" written across it.

We are very worried by this situation. While many individuals have received letters and verbal assurances from the Board of Regents stating that the north golf course will be preserved, it is difficult to reconcile those statements with the issuance of this Request for Information. We hope that the Regents will clarify their position on this matter as soon as possible.

Next Steps to Preservation: Negotiate a Conservation Easement

We would like to maintain this resource for future generations, and hope that the Board of Regents will grant a conservation easement in perpetuity. This request is not without precedent. The neighborhoods around Albuquerque Academy secured such an easement, administered by the Trust for Public Lands.

Historic Preservation This golf course was built with WPA. labor. There is currently a strong effort being made to preserve New Deal architecture in New Mexico, and we hope that the golf course can be included in this special designation.

Wilderness Use for the Barren Fairways The wildlife, including over 100 species of migratory birds, jackrabbits, roadrunners, owls, hawks, and even coyotes, often take refuge in the barren fairways. We would like to improve the area, and turn it into a small sanctuary for wildlife, where they can find respite from the stresses of the city.

Secure Capital Outlay Funding for Improvements The golf course is becoming run down. It certainly needs more trees. The walking trails could be improved, and more trash cans and benches would be appreciated as well.
